Please be alert and keep your home well lit at night!&lt;br /&gt;&lt;br /&gt;See the article below.&lt;br /&gt;&lt;div style="margin: 4px 4px 1px; font: 10pt Tahoma;"&gt; &lt;div&gt;&lt;b&gt;&lt;span style="font-size:130%;"&gt;Man Arrested in Harbortown Burglaries&lt;/span&gt;&lt;/b&gt;&lt;/div&gt; &lt;div&gt; &lt;/div&gt; &lt;div&gt;MEMPHIS, TN – Memphis police say a man was arrested in connection  with at least two Harbortown burglaries, in one night.&lt;br /&gt;&lt;br /&gt;According  to a police affidavit, the first burglary happened in the 1100 block of  Misty Isle Drive, around 1:10 a.m., Monday, June 7, 2010. Police say the  burglars broke into the home through the dining room window and took  two Macintosh notebook computers and two iPhones.&lt;br /&gt;&lt;br /&gt;Later that morning, a man called police about someone who tried to  break into his home in the 1300 block of Isle Shore. According to the  police document, the victim told officers that he was asleep on the  couch when the attempt happened. He told police it was around 3:00 a.m.  when he woke up because of noise coming from the kitchen. The victim  said he could see the suspects were using a bar to pry open his sliding  glass door. The affidavit states the victim turned on the lights and the  suspects ran away.&lt;br /&gt;&lt;br /&gt;A second burglary happened around 3:30 a.m., according to the police  document, in the 1300 block of Island Town Drive. A woman told police  she also woke up when she heard a loud noise that came from the kitchen.  When she went to find out what was going on, she discovered a man  standing in the kitchen. The victim says the burglar took some cash and  her identification.&lt;br /&gt;&lt;br /&gt;Memphis police saw two men, matching the description of the robbery  suspects, in the neighborhood, according to the affidavit. When the  suspects saw the officers they ran. Police say they were able to catch  one of the men, Mario Biggs.&lt;br /&gt;&lt;br /&gt;Authorities say Biggs dropped a bag that contained the second  robbery victim’s ID, a GPS, portable TV, iPod Nano and a long red  screwdriver.&lt;br /&gt;&lt;br /&gt;According to investigators, Biggs admitted to his  part in all three crimes. type='text'>FYI- break in's in HOA next to ours- Email from their President</title><content type='html'>&lt;div&gt;3 or 4 break-ins over the past 3 weeks have been reported on Isle Bay and Isle Creek; I really don't know any details other than it appears to be happening in broad daylight when people are away from their homes; I've asked one of the residents to supply me with the dates, time, address and details of the break-ins; we've contacted Major Clete Knight of the downtown precinct and asked for visible police patrols in our HOA; Memphis Fence will be out tomorrow (if it ever quits raining) to assess the fence between the HOA and RiverSet Apartments; they will begin repairs to secure the fence as soon as possible.&lt;/div&gt;   &lt;div&gt; &lt;/div&gt; &lt;div&gt;In the meantime I would encourage you to:&lt;/div&gt; &lt;div&gt;~install security doors for your homes; I had them installed from American Door on Stage road&lt;/div&gt; &lt;div&gt;~leave the front and rear lights on at night&lt;/div&gt; &lt;div&gt;~get to know your neighbors--look out for each other and know when they are gone from home&lt;/div&gt; &lt;div&gt;~be aware of your surroundings-if someone looks like they don't belong in the HOA then question them or call the police &lt;/div&gt; &lt;div&gt;~adopt a big dog or two from the shelter and make everyone think they are mean&lt;/div&gt; &lt;div&gt;~make sure your alarm is on and monitored&lt;/div&gt; &lt;div&gt;~install a camera that works through your computer--I just saw a system with 6 cameras for home use this past week at Costco  &lt;/span&gt;&lt;/span&gt;As this is the final two months for the existing board, we have concluded that the new board would be better champions of these proposed changes should the HOA vote to implement by-law changes.&lt;br /&gt;&lt;/div&gt;   &lt;div  style="margin: 0in 0in 10pt;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;A general association meeting to elect new officers will be held in October of 2009.&lt;span&gt;  &lt;/span&gt;At this time the existing board is seeking a volunteer&lt;span&gt;  &lt;/span&gt;or volunteers to organize the election, author, administer and tally the ballots, and report the results to the homeowners.&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;    &lt;div  style="margin: 0in 0in 10pt;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;A minimum of two nominations is required for each office (per our by-laws):&lt;/span&gt;&lt;/div&gt;   &lt;div  style="margin: 0in 0in 10pt;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;President&lt;/span&gt;&lt;/div&gt;   &lt;div  style="margin: 0in 0in 10pt;font-family:arial;"&gt;&lt;span style="font-size:100%;"&gt;Vice President&lt;/span&gt;&lt;/div&gt; Both homes are a total loss and Mike and Janelle have nothing. Both are staying with nearby family members.&lt;br /&gt;&lt;br /&gt;If you are interested in making any donations to Mike or Janelle during this time, you can take your donations to the home of Avis Roby, 1003 River Isle Cove. It appears he talked to many of us in our HOA.  He claimed there has been a "rash of burglaries" which we do not know about.... He was trying to get people to sign up for security systems and put his sign in their yards, before his company comes to do a big sales push.  It appears this is a legitimate company, but one with very bad customer practices.  Please be careful what information you give anyone going door to door.  This man claimed his sales team would be back in the neighborhood in a few weeks trying to sell systems.&lt;br /&gt;&lt;br /&gt;But this reminds us to keep an eye out for our neighbors and get to know your neighbors! The initial repairs to the broken asphalt will be first, followed by seal coating.  All cars will need to be removed from the parking areas to the east of River Isle or they will be towed! The streets that will be worked on are: River Isle, Harbor Mist, River Town, Island, Mist, Mist River, and the alley ways behind homes.  Island Place is a city street and not ours to repair.&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;  &lt;p&gt;&lt;span style="font-family:Times New Roman;font-size:100%;"&gt;&lt;span style="font-size: 12pt;"&gt; &lt;/span&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p&gt;&lt;span style="font-family:Times New Roman;font-size:100%;"&gt;&lt;span style="font-size: 12pt;"&gt;The plan is to start sealing that area first to allow for parking as the other areas are done. Further, A proxy not returned will be counted toward a quorum”.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Article V, Section 2, Individual lot owners&lt;br /&gt;&lt;br /&gt;Add the enclosed language to Section 2, after the last sentence of the second paragraph:&lt;br /&gt;&lt;br /&gt;“Further, a fee shall be assessed by the board as penalty for non-conformance of this section.  Fee shall be assessed each month non-conformance exists, and will be set by the board”.&lt;br /&gt;&lt;br /&gt;Article VII, Section 2, Annual assessments and carrying charges of the association&lt;br /&gt;&lt;br /&gt;Strike last sentence of the paragraph after (f): &lt;br /&gt;&lt;br /&gt;“Any increase in the assessment of monthly fees shall be limited to a 5% increase per year”. &lt;br /&gt;&lt;br /&gt;Add this new sentence: &lt;br /&gt;&lt;br /&gt;“The board will adjust the monthly fee as needed to meet the fiscal needs of the association”.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Article VII,  Section 5, Non-payment of assessments&lt;br /&gt;&lt;br /&gt;Insert new language as noted in bold italics: &lt;br /&gt;&lt;br /&gt;“any assessment levied pursuant to this declaration, or any installment thereof, which is not paid on the date when due shall be delinquent and shall, together with interest thereon and the cost of collection thereof, as well as a late fee as set by the board of directors, as herein provided…”&lt;br /&gt;&lt;br /&gt;Article IX,  Restrictive Covenants&lt;br /&gt;&lt;br /&gt;Add paragraph (n): &lt;br /&gt;&lt;br /&gt;“Property will be used as a primary residence only. We don’t control anyone’s lawn, but I would like to make recommendations that I feel will help everyone. We normally will mow on Thursday or Friday so if the residents could set up their system not to water on the nights preceding or the morning of those days it would help us. Also, we have had plenty of rain in the past weeks and cool temps this week, so there really is no need to run irrigation. I say that not to benefit valleycrest, but to help the homeowners save water. Once we get into june we recommend watering turf 3x per week. 8 minutes per zone for spray (stationary) heads and 12 minutes for rotor (the ones that rotate) heads. Beds can be watered 2-3x per week for around 8 minutes. Beds tend to need less water than turfgrass. As it gets hotter in july and august I would recommend to add 1 day a week or extend the time by a few minutes per zone. In August you’ll want around 18-20 minutes on rotor heads. One thing to keep in mind is that you want “effective” irrigation. The soil can only absorb water so fast before it begins running off into the streets, sidewalks, and drains. If you have your irrigation running 20 minutes and after 8 minutes you notice it running down the gutter/drain then you only got 8 minutes of effective irrigation and wasted 12 minutes into the gutter. Most irrigation controllers have a cycle and soak feature which would break down 20 minutes of run time into 4 separate 5 minute increments. You only need to adjust the total runtime and the # of increments you want it broken into. That gives the water time to soak into the soil before the next 5 minute increment starts. Hope the homeowners find these tips helpful and cost saving!&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;It's best to water as close to dawn as possible. Watering during the day means that some of the water will evaporate before it's had a chance to soak into the soil and watering at night means the grass/plants sit with wet leaves all night which is conducive to insect and disease damage. Completing the watering just before the sun comes up is the best of both. We had great cooperation from the residents last time, so please remind them to have everything picked up in their yards (lawn furniture, water hoses, toys, etc.), dogs put up, and gates open and unlocked. From now throughout spring and summer we will service Harborview on Thursdays. It may change slightly, but I think it will be roughly 10:30AM to 3:30PM. The property will be checked weekly, but with the cool temperatures the grass is not growing enough to need mowing weekly at this time. We will mow as needed until it warms up and the grass takes off at which time we will begin weekly mowing.  &lt;/span&gt;The operation and maintenance of the pumping station are solely the responsibility of the Harborview&lt;span style=""&gt;  &lt;/span&gt;HOA.&lt;span style=""&gt;  &lt;/span&gt;In the last 12 months we have had to have maintenance crews come out to pump out the basin and remove and unclog the pumps.&lt;span style=""&gt;  &lt;/span&gt;The costs to do this for the last four years to date are:2005:&lt;span style=""&gt;  &lt;/span&gt;$3,418&lt;o:p&gt;&lt;/o:p&gt;&lt;p&gt;&lt;/p&gt;  &lt;p style="font-family: arial;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;2006:&lt;span style=""&gt;  &lt;/span&gt;$1,347&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-family: arial;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;2007:&lt;span style=""&gt;  &lt;/span&gt;$4,328&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-family: arial;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;2008:&lt;span style=""&gt;  &lt;/span&gt;$4,285&lt;/span&gt;&lt;/p&gt;&lt;p style="font-family: arial;" class="MsoNormal"&gt;2009: $3,161 to date&lt;br /&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-family: arial;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p style="font-family: arial;" class="MsoNormal"&gt;&lt;span style="font-size:100%;"&gt;The reason that the pumps become clogged is due to people flushing items down the toilet that clog the pumps.&lt;span style=""&gt; Valley Crest will provide our lawn service this year.  Once mowing starts they will assign a day of the week for us.  &lt;/span&gt;The by-laws prohibit parking in streets, alleys, and coves.&lt;span style=""&gt;  &lt;/span&gt;Street parking is allowed ONLY on &lt;st1:street w:st="on"&gt;&lt;st1:address w:st="on"&gt;Island Place East&lt;/st1:address&gt;&lt;/st1:street&gt;, which is city-owned with wider roads.&lt;span style=""&gt;  &lt;/span&gt;Please DO NOT PARK in the narrow streets such as River Isle Cove/Drive or the Service Road.&lt;span style=""&gt;  &lt;/span&gt;A map of the designated parking spaces is attached.&lt;span style=""&gt;
